Do railways and subway rails last longer than asphalt roads and highways? If so, is it because of less traffic producing less wear and tear? If it’s not because of less traffic, then what makes the rails more structurally sound?

I ask this because I envision a city underground network of rails, but on a greater scale. Why? Because I believe that the continual maintenance of roads increases costs for cities and states and they don’t take that into much consideration when building new roads and highways. Instead, they just seem to focus on the initial construction costs. When there are so many roads and highways to maintain, those expenses get larger and continue to grow.
