Maybe it would help if the surrounding suburban cities weren’t so entrenched in preserving “old downtown”. Why are all of the fun things located in cities like Seattle and San Fransisco? It’s because the city allowed for fun things to be built there. More and more people wanted to live there, and that attracted investment from outside.
Many towns are wondering why they can’t attract talent and business, all the while passing restrictions on arts and liberties that would make for a more fun and creative place. There have been many “tech hubs” that haven’t attracted much at all, because they were located in places people with talent would rather not be.

The housing bubbles: It’s not just a demand for jobs, there’s a strong demand for cultural activities, events, attractions, parks, and things that make life interesting. So many cities and towns shunned these as unnecessary expenses.
That conservative economic short sightedness is the reason why they can’t attract new talent and business. It’s also the reason why so many people are crowding into place that have those and leaving places that don’t.
